In 1998 Jonathan “Smiley” built a large building on Site F of the Fort Properties under the name of Village Center Partnership. It immediately was purchased by Keith Handyside and he opened the Black Bear Tavern and Restaurant in 1999. They not only had a family-style restaurant serving breakfast, lunch and dinner, but also a tavern and sports bar.
